THE Public Procurement Regulatory Authority (PPRA) has debarred seven firms, one of
them for a period of ten years, from participating in public Procurement.

This was announced in Dar es Salaam yesterday by PPRA Board Chairman, Ambassador Matern Lumbanga, who revealed that Morogoro-based Gagaja Contractors Company Limited will be sidelined until October 1, 2025.

“The firm submitted to the Ministry of Agriculture, Food Security and Cooperatives
forged bid securities in respect of tender for the proposed construction of warehouse in
Mombo-Korogwe, Mkula-Kilombero, Mkindo-Mvomero, Uturo-Mbarali, Lekitatu -Arumeru
and Bagamoyo IDPBagamoyo irrigation scheme,” he stated.

He said six other firms will each serve a two-year suspension for failure to meet their
contractual obligations.

According to him, the debarment move is in line with the Public Procurement Act,
2011 and Regulation 98 of the Public Procurement Regulation, 2013.

Ambassador Lumbanga said the legislations give PPRA the mandate, where there are
justifiable grounds to debar a firm or an individual from participating in public Procurement
proceedings and notify all procuring entities on such action.

“The notice intends to inform the public that debarment of seven firms is effected by the
Authority and that procuring entities shall not procure, contract with, or engage the said
firms in public Procurement proceedings during the period,” he noted.

The six firms are Intersystem Holdings Company Limited, based in Dodoma, PEMA
TECH Company Limited (Dar es Salaam), Nyakire Investment Limited (Dar es Salaam),
Kosemwa Prospects Company Limited (Dar es Salaam), Perntels Company Limited (Dar)
and Car and General Trading Limited (Dar).

Meanwhile, overall compliance level of audited Procuring Entities (PEs) in the country
has increased from 65 per cent last year to 69 per cent this year, which is, however, below
the 75 per cent target set for the Financial Year 2014/15.

Thanks for informative news. But I wander if you can post the detail of each company. Just public procurement is too general. I think would be better to give which area of procurement they were dealing with. Thanks.
